Narrative
Nicholls State University seeks and develops administrative officers with the qualifications to assist the
institution in achieving its mission and goals [1] (Type in userid and password for links to professional-administrative staff resumes and credentials.). Employment and development are based on locally developed
job descriptions and guided by specific hiring procedures and annual evaluation processes.
As stated in
Section 5.7.4 of the University's Policy and Procedure Manual, procedures for hiring administrative officers
and staff at Nicholls

are in compliance with the University of Louisiana System's Board Rules
(Part Two, Chapter III, Section II. Personnel Actions), and are designed to ensure that
previously defined qualifications are realized and appropriate to each job.

5.7.4. Qualifications for Administrative Staff
Procedures for filling administrative staff positions shall insure that positions are filled by individuals
who possess the qualifications appropriate to the job. These qualifications (such as skills and degree requirements)
may be listed on job descriptions and on advertised job-opening-notices.

Annual evaluations of NSU administrative officers and staff serve to assess job performance and to guide
continued development of their leadership and management skills. Comprehensive Standard 3.2.10

describes the evaluation process for University administrators.
The President of Nicholls has the authority and responsibility regarding personnel matters that are necessary
and appropriate for the efficient administration of the institution, as described in Chapter III, Section II of Board Rules
[4].
As stated in Section 5.2.1 of the University's Policy and Procedure Manual, Nicholls State University observes
and promotes principles of equal employment opportunity in all hiring practices and is fully in accordance
with the belief that educational and employment opportunities should be available to all eligible persons
without regard to age, sex, color, race, religion, national origin, disability, veteran status, or sexual orientation
[5].
At Nicholls, locally designed job descriptions identify the education, skills, and experience required
for each administrative position. The Nicholls Office of Human Resources

maintains current job descriptions for all administrative and staff positions

(Type in userid and password and then on job titles for position descriptions). Both searches for and annual evaluations of administrative
officers and staff are guided by these descriptions.
The procedures for recruiting and hiring administrative officers are in compliance with the University of Louisiana's Policy and Procedure Manual
[4]
and with applicable state and federal laws and are documented in
Section 5.2 of the University's Policy and Procedure Manual
[7].
The Office of Human Resources also provides a search policy and procedure for national searches for hiring administrators

A summary of the hiring process is as follows:

A Request for Authorization to Begin Process for Filling Position form

is completed and approved. Each position is announced and advertised, listing pre-determined
qualifications, in sufficient and appropriate publication outlets, as per the Guidelines for
Advertising Position Announcements
[10].

A search committee is formed that includes representation of appropriate offices
and constituencies (e.g., administrators, faculty, students).
|

3.
|
A position advertisement is composed based on qualifications included in the job description.
|

4.
|
Applicants are screened based on pre-determined qualifications.

Interviews are conducted.
|
|
6.
|
The search committee may recommend one or more of the interviewees for hire.

A list of applicants is submitted to the NSU Affirmative Action Office via the Applicant Referral List (EE03 form)

The Affirmative Action Compliance Officer reviews applicants, based on advertised qualifications,
and then certifies those candidates qualified for interviews. The Board of Supervisors for the
University of Louisiana System also reviews the applicant pool for positions of dean or higher.

A Request for Authorization of Employment form

is approved by the Affirmative Action Compliance Officer, the president (or his designee), and the University of
Louisiana System administrative staff. Appointments of all administrative positions (deans or higher) require
the prior approval of both the University President and the Board of Supervisors for the University of Louisiana System.

Documents gathered during the search process with regard to the qualifications of the employed individual
are placed in his or her personnel file. Documentation for each search is maintained in the NSU Office of Human Resources.
