Narrative

As dictated by Board Rules of the Board of Supervisors for the University of Louisiana System, Part Two, Chapter III. Section IV [1], and affirmed in Board Minutes of March 28, 2003 [2], the chief executive officer of Nicholls State University is its President, Dr. Stephen Hulbert [3].

Upon completion of the interview process conducted on March 27, 2003, Dr. Clausen presented her recommendation, Dr. Stephen T. Hulbert, as the candidate-elect for the next President of Nicholls State University.

On motion of Dr. Smith, seconded by Mrs. Burkhalter, the Board voted unanimously to accept the recommendation of Dr. Clausen and approved Dr. Stephen T. Hulbert as the next President of Nicholls State University.



Dr. Hulbert was selected by the Board of Supervisors for the University of Louisiana System according to the System's Policies and Procedures Memorandum FS.III.II.A-1 [4]. Dr. Hulbert answers to the System through the President of the University of Louisiana System, Dr. Sally Clausen.

Dr. Hulbert's primary responsibility is to the institution, as reflected in Section 1.7 of the University's Policy and Procedure Manual [5].

1.7 The Office of the President

The President, the chief executive officer of the University, is empowered to perform all actions to make effective the policies of the Board of Supervisors for the University of Louisiana System. The President is charged with the overall responsibility for the organization and administration of the University in accordance with the authority vested in the President by the Board of Supervisors.



Dr. Hulbert is not the presiding officer of the Board of Supervisors for the University of Louisiana System. According to Louisiana Revised Statute 17:3205 [6], “No member of the faculty and no officer or employee of a university or college shall be eligible hereafter for appointment to any board, which has authority for his/her appointment.” This statute precludes an individual from being the chief executive officer of an institution and the presiding officer of a Board. The presiding officer over the Board of Supervisors is Mr. Michael Woods, Chair [7].
